There is appropriated from the rebuild Iowa 3 17 infrastructure fund, notwithstanding section 8.57, subsection 3 18 5, paragraph "c", to the division of soil conservation located 3 19 in the department of agriculture and land stewardship for the 3 20 fiscal year beginning July 1, 1998, and ending June 30, 1999, 3 21 the following amount, or so much thereof as is necessary, to 3 22 be used for the purpose designated: 3 23 For deposit in the Loess Hills development and conservation 3 24 fund created in section 161D.2 and shall be used for the 3 25 purposes specified in section 161D.1: 3 26 .................................................. $ 1,200,000 3 27 Notwithstanding section 8.33, unencumbered or unobligated 3 28 funds remaining on June 30, 2000, from the funds appropriated 3 29 in this section shall revert to the rebuild Iowa 3 30 infrastructure fund on August 31, 2000. 3 31 DEPARTMENT OF CORRECTIONS 3 32 Sec. 2. There is appropriated from the rebuild Iowa 3 33 infrastructure fund to the department of corrections for the 3 34 fiscal year indicated, the following amounts, or so much 3 35 thereof as is necessary, to be used for the purposes 4 1 designated: 4 2 1. For the fiscal year beginning July 1, 1998, and ending 4 3 June 30, 1999, for renovation of the power plant and 4 4 improvements to the water system at the Iowa correctional 4 5 institution for women: 4 6 .................................................. $ 1,400,000 4 7 2. For the fiscal year beginning July 1, 1997, and ending 4 8 June 30, 1998, for the construction of two additional 4 9 cellblocks at the Fort Dodge correctional facility: 4 10 .................................................. $ 10,000,000 4 11 It is the intent of the general assembly that the amount 4 12 appropriated in this subsection shall only be used to fund the 4 13 design, construction services related to, and construction of 4 14 the additional cellblocks. 4 15 3. For the fiscal year beginning July 1, 1998, and ending 4 16 June 30, 1999, for construction of a 200-bed facility at the 4 17 Iowa state penitentiary at Fort Madison: 4 18 .................................................. $ 6,500,000 4 19 4. For the construction, renovation, and expansion of 4 20 community-based correctional facilities: 4 21 .................................................. $ 1,500,000 4 22 Notwithstanding section 8.33, unencumbered or unobligated 4 23 funds remaining on June 30, 2001, from the funds appropriated 4 24 in this section shall revert to the rebuild Iowa 4 25 infrastructure fund on August 31, 2001. 4 26 DEPARTMENT OF CULTURAL AFFAIRS 4 27 Sec. 3. There is appropriated from the rebuild Iowa 4 28 infrastructure fund to the department of cultural affairs for 4 29 the fiscal year beginning July 1, 1998, and ending June 30, 4 30 1999, the following amount, or so much thereof as is 4 31 necessary, to be used for the purposes designated: 4 32 For the creation of a historical site preservation grant 4 33 program, to be used as provided in this section for the 4 34 restoration, preservation, and development of historical 4 35 sites: 5 1 .................................................. $ 2,425,000 5 2 1. Of the amount appropriated in this section, not more 5 3 than $600,000 may be used to fund a state contribution toward 5 4 the restoration and renovation of the Salisbury house in Des 5 5 Moines. 5 6 2. Of the amount appropriated in this section, not more 5 7 than $100,000 may be used to fund the planning phase for the 5 8 design and construction of an Iowa hall of pride. 5 9 3. Of the amount appropriated in this section, not more 5 10 than $16,000 may be used to fund a state contribution toward 5 11 the restoration of Iowa monuments located at Shiloh national 5 12 military park in Tennessee. 5 13 4. Of the amount appropriated in this section, not more 5 14 than $250,000 may be used to fund a state contribution toward 5 15 the construction of the Fort Des Moines black officers 5 16 memorial. 5 17 The department shall adopt administrative rules pursuant to 5 18 chapter 17A to administer the disbursement of funds. 5 19 Notwithstanding section 8.33, unencumbered or unobligated 5 20 funds remaining on June 30, 2001, from the funds appropriated 5 21 in this section shall revert to the rebuild Iowa 5 22 infrastructure fund on August 31, 2001. 5 23 DEPARTMENT OF ECONOMIC DEVELOPMENT 5 24 Sec. 4. There is appropriated from the rebuild Iowa 5 25 infrastructure fund to the department of economic development 5 26 for the fiscal year beginning July 1, 1998, and ending June 5 27 30, 1999, the following amounts, or so much thereof as is 5 28 necessary, to be used for the purposes designated: 5 29 1. For a welcome center at Hamburg: 5 30 .................................................. $ 250,000 5 31 2. To be deposited in the physical infrastructure 5 32 assistance fund created in section 15E.175, notwithstanding 5 33 section 8.57, subsection 5, paragraph "c": 5 34 .................................................. $ 5,000,000 5 35 The department shall maximize the funds appropriated in 6 1 this subsection for vertical infrastructure projects and the 6 2 department shall report to the general assembly on the amount 6 3 of funds provided for vertical infrastructure and shall report 6 4 any indirect vertical infrastructure projects that resulted 6 5 from this appropriation. 6 6 3. For deposit in the rural enterprise fund to be used for 6 7 the project specified in this subsection, notwithstanding 6 8 section 8.57, subsection 5, paragraph "c": 6 9 .................................................. $ 100,000 6 10 The moneys appropriated in this subsection shall be used by 6 11 the department of economic development for a dry fire hydrant 6 12 and rural water supply education and demonstration project. 6 13 The project shall provide both collaborative and technical 6 14 education to fire departments and provide grants for 6 15 demonstration installations on a shared basis. The project 6 16 shall utilize, to the extent possible, resources from the fire 6 17 service institute at Iowa state university of science and 6 18 technology, United States department of agriculture rural 6 19 development, Iowa department of economic development, and 6 20 rural conservation development areas. The department of 6 21 economic development shall create a panel to review 6 22 applications for project grants. The department shall invite 6 23 each of the following to designate a member for the panel: 6 24 the Iowa firemen's association and other members of the Iowa 6 25 joint council of fire service organizations, the fire service 6 26 institute at Iowa state university of science and technology, 6 27 the Iowa league of cities, state fire marshal, and the 6 28 department of economic development. The panel shall review 6 29 each application and make a recommendation to the department 6 30 for selection of applications. 6 31 Notwithstanding section 8.33, unencumbered or unobligated 6 32 funds remaining on June 30, 2001, from the funds appropriated 6 33 in this section shall revert to the rebuild Iowa 6 34 infrastructure fund on August 31, 2001. 6 35 DEPARTMENT OF EDUCATION 7 1 Sec. 5. There is appropriated from the rebuild Iowa 7 2 infrastructure fund, to the department of education for the 7 3 fiscal year beginning July 1, 1998, and ending June 30, 1999, 7 4 the following amount, or so much thereof as is necessary, to 7 5 be used for the purposes designated: 7 6 1. For vertical infrastructure improvements to the 7 7 community colleges to be allocated by the department of 7 8 education to each community college in the same proportionate 7 9 share that all state general aid funds are to be distributed 7 10 to each community college for the 1999 fiscal year: 7 11 .................................................. $ 2,000,000 7 12 2. For the completion of the training facility 7 13 infrastructure and site development phase of the national 7 14 education center for agriculture safety, on the campus of the 7 15 northeast Iowa community college in the City of Peosta: 7 16 .................................................. $ 450,000 7 17 Notwithstanding section 8.33, unencumbered or unobligated 7 18 funds remaining on June 30, 2000, from the funds appropriated 7 19 in this section shall revert to the rebuild Iowa 7 20 infrastructure fund on August 31, 2000. 7 21 DEPARTMENT OF GENERAL SERVICES 7 22 Sec. 6. There is appropriated from the rebuild Iowa 7 23 infrastructure fund to the department of general services for 7 24 the fiscal year beginning July 1, 1998, and ending June 30, 7 25 1999, the following amounts, or so much thereof as is 7 26 necessary, to be used for the purposes designated: 7 27 1. For major renovation needs including health, life, and 7 28 fire safety, for compliance with the federal Americans With 7 29 Disabilities Act for state-owned buildings and facilities: 7 30 .................................................. $ 8,800,000 7 31 Notwithstanding section 8.57, subsection 5, paragraph "c", 7 32 of the amount appropriated in this subsection, up to $600,000 7 33 may be used by the department for maintenance needs for the 7 34 capitol complex. 7 35 Of the amount appropriated in this subsection, up to 8 1 $1,250,000 may be used by the department for the purchase of 8 2 property located at the southwest corner of Lyon street and 8 3 East Tenth street in the city of Des Moines. 8 4 2. For critical and deferred maintenance at Terrace Hill: 8 5 .................................................. $ 700,000 8 6 If there is an unobligated or unencumbered balance in the 8 7 rebuild Iowa infrastructure fund on June 30, 1999, the 8 8 remaining balance of the funds up to an additional $700,000 8 9 shall be appropriated for the fiscal year beginning July 1, 8 10 1998, for funding more critical and deferred maintenance needs 8 11 at Terrace Hill. 8 12 3. For relocation of offices and other transition costs 8 13 associated with renovation of the Lucas state office building 8 14 and the old historical building: 8 15 .................................................. $ 1,300,000 8 16 4. For renovation of the Lucas state office building: 8 17 .................................................. $ 4,500,000 8 18 5. For developing a master plan for the capitol complex, 8 19 including planning for the capitol terrace project and design 8 20 costs for underground parking on the capitol complex: 8 21 .................................................. $ 390,000 8 22 It is the intent of the general assembly that the 8 23 department coordinate with the city of Des Moines on 8 24 construction projects located at the capitol complex and 8 25 surrounding areas. 8 26 6. Planning, design, and construction of a parking 8 27 structure located at the northwest corner of the capitol 8 28 complex: 8 29 .................................................. $ 5,820,000 8 30 7. For capitol interior restoration: 8 31 .................................................. $ 1,027,600 8 32 Notwithstanding section 8.33, unencumbered or unobligated 8 33 funds remaining on June 30, 2002, from the funds appropriated 8 34 in this section, shall revert to the rebuild Iowa 8 35 infrastructure fund on August 31, 2002. 9 1 IOWA STATE FAIR FOUNDATION 9 2 Sec. 7. There is appropriated from the rebuild Iowa 9 3 infrastructure fund of the state to the Iowa state fair 9 4 foundation for the fiscal year beginning July 1, 1998, and 9 5 ending June 30, 1999, the following amounts, or so much 9 6 thereof as is necessary, to be used for the purposes 9 7 designated: 9 8 1. For renovation, restoration, and improvement of the 9 9 cattle barn and horse barn at the state fairgrounds: 9 10 .................................................. $ 4,360,000 9 11 Notwithstanding section 8.33, unencumbered or unobligated 9 12 funds remaining on June 30, 2001, from the funds appropriated 9 13 in this subsection shall revert to the rebuild Iowa 9 14 infrastructure fund on August 31, 2001. 9 15 2. For county fair infrastructure improvements for 9 16 distribution in accordance with chapter 174 to qualified fairs 9 17 which belong to the association of Iowa fairs: 9 18 .................................................. $ 1,060,000 9 19 Notwithstanding section 8.33, unencumbered or unobligated 9 20 funds remaining on June 30, 1999, from the funds appropriated 9 21 in this subsection shall revert to the rebuild Iowa 9 22 infrastructure fund on August 31, 1999. 9 23 JUDICIAL DEPARTMENT 9 24 Sec. 8. There is appropriated from the rebuild Iowa 9 25 infrastructure fund to the judicial department for the fiscal 9 26 year beginning July 1, 1998, and ending June 30, 1999, the 9 27 following amount, or so much thereof as is necessary, to be 9 28 used for the purpose designated: 9 29 For capital projects at the capitol building: 9 30 .................................................. $ 250,000 9 31 Notwithstanding section 8.33, unencumbered or unobligated 9 32 funds remaining on June 30, 2000, from the funds appropriated 9 33 in this section shall revert to the rebuild Iowa 9 34 infrastructure fund on August 31, 2000. 9 35 DEPARTMENT OF NATURAL RESOURCES 10 1 Sec. 9. There is appropriated from the marine fuel tax 10 2 receipts deposited in the rebuild Iowa infrastructure fund to 10 3 the department of natural resources for the fiscal year 10 4 beginning July 1, 1998, and ending June 30, 1999, the 10 5 following amount, or so much thereof as is necessary, to be 10 6 used for the purposes designated: 10 7 For the purpose of funding capital projects from marine 10 8 fuel tax receipts for the purposes specified in section 10 9 452A.79, and notwithstanding section 8.57, subsection 5, 10 10 paragraph "c", for expenditures for local cost share grants to 10 11 be used for capital expenditures to local governmental units 10 12 for boating accessibility: 10 13 .................................................. $ 2,288,689 10 14 Of the amount appropriated in this section, up to $200,000 10 15 may be used for expenditure purposes for local cost share 10 16 grants to local governmental units for boating accessibility. 10 17 Notwithstanding section 8.33, unencumbered or unobligated 10 18 funds remaining on June 30, 2000, and shall revert to the 10 19 rebuild Iowa infrastructure fund on August 31, 2000. 10 20 Sec. 10. There is appropriated from the rebuild Iowa 10 21 infrastructure fund to the department of natural resources for 10 22 the fiscal year beginning July 1, 1998, and ending June 30, 10 23 1999, the following amounts, or so much thereof as is 10 24 necessary, to be used for the purposes indicated: 10 25 1. For the construction of the Elinor Bedell state park 10 26 and wildlife conservation area: 10 27 .................................................. $ 430,000 10 28 It is the intent of the general assembly to fund the 10 29 remaining costs to construct the Elinor Bedell state park in 10 30 the fiscal year beginning July 1, 1999, and ending June 30, 10 31 2000, in the amount of $278,000 and in the fiscal year 10 32 beginning July 1, 2000, and ending June 30, 2001, in the 10 33 amount of $50,000. 10 34 2. For a recreational grant matching program: 10 35 .................................................. $ 2,500,000 11 1 The department shall adopt administrative rules pursuant to 11 2 chapter 17A to administer the disbursement of funds. Matching 11 3 grants are to be awarded only to communities, organizations, 11 4 and associations for the restoration or construction of 11 5 recreational complexes or facilities. Each applicant shall be 11 6 awarded a matching grant of one dollar for every two dollars 11 7 the applicant has raised. Each grant shall not exceed 11 8 $100,000 per project. 11 9 3. For the blufflands protection program and revolving 11 10 fund created in section 161A.80, notwithstanding section 8.57, 11 11 subsection 5, paragraph "c": 11 12 .................................................. $ 500,000 11 13 4. For the dredging of lakes, including necessary 11 14 preparation for dredging, in accordance with the department's 11 15 classification of Iowa lakes restoration report, 11 16 notwithstanding section 8.57, subsection 5, paragraph "c": 11 17 .................................................. $ 2,200,000 11 18 Of the amount appropriated in this subsection up to 11 19 $200,000 shall be used by the department to implement a lake 11 20 rehabilitation pilot program for state-owned or public lakes 11 21 in cooperation with local project sponsors. The department 11 22 shall adopt rules to administer the program to include 11 23 requirements for the development of diagnostic feasibility 11 24 lake studies, development of plans for lakes judged suitable 11 25 for restoration, and provisions for grants to local sponsors 11 26 by which the department shall match the cost of studies and 11 27 plans at a rate of one dollar of state appropriated moneys for 11 28 every three dollars of local project moneys raised. 11 29 Notwithstanding section 8.33, unencumbered or unobligated 11 30 funds remaining on June 30, 2001, from the funds appropriated 11 31 in this section shall revert to the rebuild Iowa 11 32 infrastructure fund on August 31, 2001. 11 33 DEPARTMENT OF PUBLIC DEFENSE 11 34 Sec. 11. There is appropriated from the rebuild Iowa 11 35 infrastructure fund to the department of public defense for 12 1 the fiscal year beginning July 1, 1998, and ending June 30, 12 2 1999, the following amount, or so much thereof as is 12 3 necessary, to be used for the purpose designated: 12 4 For maintenance and repair of national guard armories and 12 5 facilities: 12 6 .................................................. $ 680,000 12 7 Notwithstanding section 8.33, unencumbered or unobligated 12 8 funds remaining on June 30, 2000, from the funds appropriated 12 9 in this section shall revert to the rebuild Iowa 12 10 infrastructure fund on August 31, 2000. 12 11 DEPARTMENT OF PUBLIC SAFETY 12 12 Sec. 12. There is appropriated from the rebuild Iowa 12 13 infrastructure fund to the department of public safety for the 12 14 fiscal year beginning July 1, 1998, and ending June 30, 1999, 12 15 the following amounts, or so much thereof as is necessary, to 12 16 be used for the purposes designated: 12 17 For construction of a new patrol post in District 1: 12 18 .................................................. $ 1,700,000 12 19 Notwithstanding section 8.33, unencumbered or unobligated 12 20 funds remaining on June 30, 2001, from the funds appropriated 12 21 in this section shall revert to the rebuild Iowa 12 22 infrastructure fund on August 31, 2001. 12 23 STATE BOARD OF REGENTS 12 24 Sec. 13. There is appropriated from the rebuild Iowa 12 25 infrastructure fund of the state to the state board of regents 12 26 for the fiscal year beginning July 1, 1998, and ending June 12 27 30, 1999, the following amounts, or so much thereof as is 12 28 necessary, to be used for the projects designated: 12 29 For capital projects at the Iowa school for the deaf and 12 30 the Iowa braille and sight saving school as approved by the 12 31 state board of regents: 12 32 .................................................. $ 335,000 12 33 Notwithstanding section 8.33, unencumbered or unobligated 12 34 funds remaining on June 30, 2001, from the funds appropriated 12 35 in this section shall revert to the rebuild Iowa 13 1 infrastructure fund on August 31, 2001. 13 2 STATE DEPARTMENT OF TRANSPORTATION 13 3 Sec. 14. There is appropriated from the rebuild Iowa 13 4 infrastructure fund to the state department of transportation 13 5 for the fiscal year beginning July 1, 1998, and ending June 13 6 30, 1999, the following amount, or so much thereof as is 13 7 necessary, to be used for the purposes designated: 13 8 1. For an automated weather observation system at the city 13 9 of Harlan airport: 13 10 .................................................. $ 55,000 13 11 2. For improvements at all 10 of the commercial air 13 12 service airports within the state: 13 13 .................................................. $ 945,000 13 14 One-half of the funds appropriated in this section shall be 13 15 allocated equally between each commercial service airport and 13 16 one-half of the funds shall be allocated based on the 13 17 percentage enplaned passengers at each commercial service 13 18 airport bears to the total enplaned passengers in the state 13 19 during the previous fiscal year. In order for a commercial 13 20 service airport to receive funding under this section, the 13 21 airport shall be required to submit applications for funding 13 22 of specific projects to the department for approval by the 13 23 transportation commission. The department shall adopt rules 13 24 pursuant to chapter 17A to establish application eligibility 13 25 criteria. 13 26 Notwithstanding section 8.33, unencumbered or unobligated 13 27 funds remaining on June 30, 2001, from the funds appropriated 13 28 in this section shall revert to the rebuild Iowa 13 29 infrastructure fund on August 31, 2001. 13 30 Sec. 15. NEW SECTION. 18.24 COORDINATION OF VERTICAL 13 31 INFRASTRUCTURE DATABASES. 13 32 1. The director shall establish by administrative rule, 13 33 and as part of a survey conducted regarding the condition of 13 34 state-owned property, a uniform system for evaluating and 13 35 rating vertical infrastructure needs in the state so that the 14 1 vertical infrastructure needs of each state entity and 14 2 proposed vertical infrastructure projects, including the state 14 3 board of regents, can be compared. The director shall consult 14 4 with state entities which already have databases regarding 14 5 their vertical infrastructure needs and shall seek input from 14 6 individuals or organizations with expertise in public vertical 14 7 infrastructure assessment in drafting proposed rules. 14 8 2. As used in this section, "vertical infrastructure" has 14 9 the same meaning as in section 8.57, subsection 5, paragraph 14 10 "c". 14 11 Sec. 16. Section 174.15, Code 1997, is amended to read as 14 12 follows: 14 13 174.15 PURCHASE AND MANAGEMENT. 14 14 Title to land purchased or received for fairground purposes 14 15 shall be taken in the name of the county or a society, but the 14 16 board of supervisors shall place it under the control and 14 17 management ofan incorporated county or district faira 14 18 society. The society may act as agent for the county in the 14 19 erection of buildings, maintenance of grounds and buildings, 14 20 or improvements constructed on the grounds. Title to new 14 21 buildings or improvements shall be taken in the name of the 14 22 county or a society, but the county is not liable for the 14 23 improvements or expenditures for them. 14 24 Sec. 17. NEW SECTION. 161A.80 BLUFFLANDS PROTECTION 14 25 PROGRAM AND REVOLVING FUND. 14 26 1. As used in this section, unless the context otherwise 14 27 requires: 14 28 a. For purposes of this section only, "bluffland" means a 14 29 cliff, headland, or hill with a broad, steep face along the 14 30 channel or floodplain of the Missouri or Mississippi river and 14 31 their tributaries. 14 32 b. "Conservation organization" means a nonprofit 14 33 corporation incorporated in Iowa or an entity organized and 14 34 operated primarily to enhance and protect natural resources in 14 35 this state. 15 1 2. A blufflands protection revolving fund is created in 15 2 the state treasury. All proceeds shall be divided into two 15 3 equal accounts. One account shall be used for the purchase of 15 4 blufflands along the Mississippi river and its tributaries and 15 5 the other account shall be used for the purchase of blufflands 15 6 along the Missouri river and its tributaries. The proceeds of 15 7 the revolving fund are appropriated to make loans to 15 8 conservation organizations which agree to purchase bluffland 15 9 properties adjacent to state public lands. The department 15 10 shall adopt rules pursuant to chapter 17A to administer the 15 11 disbursement of funds. Notwithstanding section 12C.7, 15 12 interest or earnings on investments made pursuant to this 15 13 section or as provided in section 12B.10 shall be credited to 15 14 the blufflands protection revolving fund. Notwithstanding 15 15 section 8.33, unobligated or unencumbered funds credited to 15 16 the blufflands protection revolving fund shall not revert at 15 17 the close of a fiscal year. However, the maximum balance in 15 18 the blufflands protection fund shall not exceed two million 15 19 five hundred thousand dollars. Any funds in excess of two 15 20 million five hundred thousand dollars shall be credited to the 15 21 rebuild Iowa infrastructure fund. 15 22 a. This section is repealed on July 1, 2005. 15 23 b. The principal and interest from any blufflands 15 24 protection loan outstanding on July 1, 2005, and payable to 15 25 the blufflands protection revolving fund, shall be paid to the 15 26 administrative director of the division of soil conservation 15 27 on or after July 1, 2005, pursuant to the terms of the loan 15 28 agreement and shall be credited to the rebuild Iowa 15 29 infrastructure fund. 15 30 Sec. 18. Section 452A.79, unnumbered paragraph 2, Code 15 31 1997, is amended to read as follows: 15 32All moneysAnnually, the first four hundred eleven thousand 15 33 three hundred eleven dollars derived from the excise tax on 15 34 the sale of motor fuel used in watercraft shall be deposited 15 35 in the general fund of the state. The moneys in excess of 16 1 four hundred eleven thousand three hundred eleven dollars 16 2 shall be deposited in the rebuild Iowa infrastructure fund. 16 3 Moneys deposited to the general fund and to the rebuild Iowa 16 4 infrastructure fund under this section and section 452A.84 are 16 5 subject to the requirements of section 8.60 and are subject to 16 6 appropriation by the general assembly to the department of 16 7 natural resources for use in its recreational boating program, 16 8 which may include but is not limited to: 16 9 Sec. 19. Section 461A.3A, subsection 2, unnumbered 16 10 paragraph 1, Code Supplement 1997, is amended to read as 16 11 follows: 16 12 There is appropriated from the rebuild Iowa infrastructure 16 13 fund for each fiscal year of the fiscal period beginning July 16 14 1, 1997, and ending June 30, 2001, the sum offourthree 16 15 million dollars to the department for use in the restore the 16 16 outdoors program. Notwithstanding section 8.33, unencumbered 16 17 or unobligated moneys remaining at the end of a fiscal year 16 18 shall not revert but shall remain available for expenditure 16 19 during the following fiscal year for purposes of the restore 16 20 the outdoors program. 16 21 Sec. 20. 1997 Iowa Acts, chapter 215, section 1, 16 22 subsection 3, unnumbered paragraph 2, is amended by striking 16 23 the unnumbered paragraph. 16 24 Sec. 21. 1997 Iowa Acts, chapter 215, section 2, 16 25 subsection 8, is amended to read as follows: 16 26 8. For the state training school for the design and 16 27 construction of new or replacement buildings,at the state16 28training school by allocating not more than $1,600,000for 16 29 design and construction of a living unit,allocating not more16 30than $800,000 for design andfor construction of a 16 31 multipurpose building,and allocating not more than $200,00016 32 for the design of a new school building, and for institution 16 33 utilities infrastructure: 16 34 .................................................. $ 2,600,000 16 35 Sec. 22. 1997 Iowa Acts, chapter 215, section 4, 17 1 subsection 4, is amended to read as follows: 17 2 4. For the state training school for the design and 17 3 construction of new or replacement buildingsat the state17 4training school by allocating not more than $2,300,000 to17 5complete, for construction of the new school building, for 17 6 institution utilities infrastructure, andallocating not more17 7than $400,000for the design of the new gymnasium building: 17 8 .................................................. $ 2,700,000 17 9 Sec. 23. 1997 Iowa Acts, chapter 215, section 5, is 17 10 amended to read as follows: 17 11 SEC. 5. There is appropriated from the rebuild Iowa 17 12 infrastructure fund to the department of general services for 17 13 the fiscal year beginning July 1, 1999, and ending June 30, 17 14 2000, the following amount, or so much thereof as is 17 15 necessary, to be used for the purpose designated: 17 16 For construction of a new school and gymnasium building at 17 17 the state training school: 17 18 .................................................. $ 4,000,000 17 19 Sec. 24. 1997 Iowa Acts, chapter 215, section 14, is 17 20 amended to read as follows: 17 21 SEC. 14. Notwithstanding section 8.57, subsection 5, 17 22 paragraph "c", there is appropriated from the rebuild Iowa 17 23 infrastructure fund to the department of revenue and finance 17 24 for the fiscal year beginning July 1, 1997, and ending June 17 25 30, 1998, the following amount, or so much thereof as is 17 26 necessary, to be used for the purpose designated: 17 27 For upgrades to the Iowa financial accounting system, 17 28 provided that none of the moneys appropriated in this section 17 29 shall be used for personnel expenses not associated with the 17 30 installation of the upgrades to the system or for training 17 31 expenses: 17 32 .................................................. $ 1,875,000 17 33 Notwithstanding section 8.33, unencumbered or unobligated 17 34 funds remaining on June 30, 2001, from the funds appropriated 17 35 in this section shall revert to the rebuild Iowa 18 1 infrastructure fund on August 31, 2001. 18 2 Sec. 25. 1997 Iowa Acts, chapter 215, section 16, 18 3 unnumbered paragraph 2, is amended to read as follows: 18 4 As a condition of receiving the appropriations in this 18 5 section, the department shall allocate seventy-five percent of 18 6 the estimated or actual cost of improvements as defined by 18 7 section 468.3, not to exceed five hundred thousand dollars 18 8 each fiscal year, for a single drainage improvement project, 18 9 which will provide alternative drainage outlets to allow for 18 10 the closing of thirty or more agricultural drainage wells, 18 11 constructed by a drainage district established under section 18 12 468.22 on or after July 1, 1987, and prior to July 1, 1997, 18 13 for which a construction contract for the project is 18 14 successfully let prior to March 1,19981999. 18 15 Sec. 26. The following sections and subsections of this 18 16 Act, being deemed of immediate importance, take effect upon 18 17 enactment: 18 18 1. Section 2, subsection 2, appropriating funds for the 18 19 construction of additional cellblocks at the Fort Dodge 18 20 correctional facility. 18 21 2. Section 19, amending section 461A.3A. 18 22 3.
