Iowa Legislature Wireless Agreement
The following are changes in lobbyist law and procedures initiated in 2010.
- All registrations, reports and filings will be filed electronically.
- Lobbyists will no longer file monthly and quarterly reports. Lobbyists will be required to file an annual registration. Lobbyist annual registrations must be updated to reflect changes. (Changes include: the addition or deletion of a client, a client contact person change, an address change, an e-mail change, etc.) Lobbyists must register with each branch of government they will be lobbying.
- Lobbyists must submit the e-mail address of a contact person for each client. A client contact person must be a representative of the client who is someone other than the lobbyist. Exception: A lobbyist who is an executive or director of an association or a lobbyist who is directly employed by a client may be the contact person for the client.
- Lobbyists must continue to file declarations on bills.
- A Function Pre-Registration must be filed at least five days prior to the date a function is held.
- The period for filing Function Reports is extended to twenty-eight calendar days after the date the function was held.
- A lobbyist representing the primary sponsor of a function is responsible for filing Pre-Function Registrations and Function Reports. If the primary sponsor of a function is not represented by a lobbyist, a representative of the primary sponsor shall contact the lobbyist clerk (Kathy Stachon 515-281-5932) for function reporting assistance. The Ethics Board will receive notice of these filings with the General Assembly and filing with the General Assembly will be deemed as filing with both branches.
